    1. Authorize staff to award the culvert cured in place pipe liner project to Canadian Water Works (CWW) in the amount of $72,000.00 plus non-rebated HST and cover the estimated $27,000.00 unbudgeted portion through the storm sewer reserves; and
    2. Authorize the Director of Operations to execute the necessary documents.

Members noted that the Port received confirmation that the Prescott Golf Course has proof of ownership for the parcel of land that runs along the golf course and CPR line. The Golf Course was able to provide sufficient documentation to support their ownership claim, though the title was not officially registered with the Land Registry Office.

Council reviewed the disbursements and sought clarification on the following items:

  • Portable gas pressure washer, specifically if it could be utilized to maintain cleanliness at the Cardinal Waterfront path due to the accumulation of Canada Geese and other fowl droppings. It was noted while the equipment is capable of the task in question, the issue is lack of staff available to make this a regular maintenance project.
  • Council requested clarity on some of the acronyms associated with certain charges.
  • Credit card purchases of new park benches for the Cardinal Waterfront Trail.
  • Cardinal Waterfront Trail walkway protection barrier.

Members noted their concerns about dissolving of the ward system, noting issues such as perceived lack of representation in certain ward areas and a believed overall resistance of the public to abolish the current election system. There was a brief discussion on a Facebook survey completed by a few residents within the Township and how Council may take into consideration the results. It was noted that all Council members were elected to represent the entire Township, regardless of Wards. It was noted that Edwardsburgh Cardinal is one of the few municipalities left in Eastern Ontario to maintain the ward system. Members highlighted that the ward system was implemented post amalgamation without public consultation, therefore, dissolving the ward system should remain a Council decision. 

Members noted that an at large system allows every elector in the Township to elect all Council representatives, rather than only one representative for their respective ward. Members noted that during the 2022 election process, the Township will provide educational materials to the public regarding the at large election system. 

The public notice and appeal process, which includes publishing to the Township website and the local newspapers was outlined. It was noted that, there is a 45 day period for appeals to the Ontario Land Tribunal. If no appeals are received within the timeframe, the Township will consult with MPAC to implement changes for the 2022 Municipal Election.

Council reviewed the CAO’s administrative update and discussed the following items:

  • Job Site Challenge submission to site selector filed on July 23, 2021.
  • The second intake of funding under the Green stream of the Investing in Canada Infrastructure Program (ICIP) opened July 13 with a deadline of September 9, 2021. Staff will prepare a submission for the County Rd 2 water/sewer project in Cardinal. 
  • Final tax bills will be mailed out the 1st week of August with a due date of August 31, 2021. 
  • Ingredion Arena will open on August 7 for ice rentals, with the walking track opening for normal hours on the same date. Flooding will begin on July 28.
  • Staff will be assisting South Dundas Township utilizing our High Hoe to replace two large road cross culverts, scheduled for July 27-28.
  • The Windmill pumping station received repairs and an added photo cell to the exterior light. Ground water was found in the main valve chamber and was pumped out, and water present was within normal limits. 
  • Fire Truck Pump testing for all units in the Township has been scheduled for September 16th. 
  • Positive feedback received from the public on the operation of the public pools and parks. 
  • Clarification sought on when the RBC banking agreement will be discussed. 
  • Discussed the turnout rates for the summer programming. It was noted that each session permits 20 children, with all current sessions being completely booked. It was noted that all available spots for the summer programming was given to children that reside within the Township. 
  • Percentage of ice rented at the arena for the Fall season.

Mayor Sayeau reported on the following:

  • Unscheduled cargo was successfully re-routed from the Montreal Port and delivered by barge to the Port of Johnstown due to lack of space for loading the cargo in Montreal.  
  • Reviewed the Job Site Challenge process and current timelines.
  • Announced upcoming visit from the new CAO of UCLG on Wednesday July 28.
  • Informed Council of a meeting held between himself and the CAO and the Mayor, Deputy Mayor and CAO of Augusta, regarding potential future projects and collaboration efforts.
  • Continuing discussions with IO, submitted proposal on June 29, received a response from IO on July 23, offer did not meet the expectations of IO.
