Members noted their concerns about dissolving of the ward system, noting issues such as perceived lack of representation in certain ward areas and a believed overall resistance of the public to abolish the current election system. There was a brief discussion on a Facebook survey completed by a few residents within the Township and how Council may take into consideration the results. It was noted that all Council members were elected to represent the entire Township, regardless of Wards. It was noted that Edwardsburgh Cardinal is one of the few municipalities left in Eastern Ontario to maintain the ward system. Members highlighted that the ward system was implemented post amalgamation without public consultation, therefore, dissolving the ward system should remain a Council decision.
Members noted that an at large system allows every elector in the Township to elect all Council representatives, rather than only one representative for their respective ward. Members noted that during the 2022 election process, the Township will provide educational materials to the public regarding the at large election system.
The public notice and appeal process, which includes publishing to the Township website and the local newspapers was outlined. It was noted that, there is a 45 day period for appeals to the Ontario Land Tribunal. If no appeals are received within the timeframe, the Township will consult with MPAC to implement changes for the 2022 Municipal Election.
